The Four Year Rule

The four year rule applies to teachers who qualified in countries outside of the EEA and Switzerland except for teachers who qualified in Australia, Canada, New Zealand and the USA.
OTTs are allowed to teach in state maintained schools and non-maintained special schools in England as unqualified teachers for four calendar years. However, they are not permitted to teach in pupil referral units (PRUs) until they have been awarded qualified teacher status (QTS).
The four year period an OTT is allowed to work as an unqualified teacher begins on the first day the individual taught in a state maintained school or a non-maintained special school in England and expires exactly four years later regardless of whether the OTT has taught throughout the four year period.

In most English schools, Qualified Teacher Status (QTS) is a legal requirement, and it’s a prerequisite for working as a teacher. 

Internationally qualified teachers are permitted to work in England for up to four years without obtaining QTS.

QTS is not a legal requirement in several English schools:

  • Academy schools and free schools in England are allowed to hire instructors who do not have QTS.
  • Outside of the English state education system, private or independent schools can hire instructors who do not have QTS.

Teachers in some state schools in England (funded by the UK government) must have Qualified Teacher Status (QTS). The majority of English schools utilise QTS to assess the quality of candidates for teaching employment, even though it is not a legal necessity.

There are three primary routes to ‘Qualified Teacher Status’ QTS, but your eligibility for each depends on where you received your education and whether or not you have prior teaching experience.

QTS can be obtained by:

  • submitting an application to the Teaching Regulation Agency (TRA)
  • undergoing a test to verify that you fulfill the requirements for QTS (with no further training needed)
  • completing an English teacher training course
